The objective of the negotiations is to strengthen the effectiveness and improve the implementation of the BTWC through a legally-binding instrument with mutually reinforcing measures to:
* build confidence in compliance with the BTWC,
* ensure that uncertainties, anomalies and concerns are swiftly investigated, and
* improve the full implementation of the BTWC.
A regime thus strengthened will assist in the detection of violations of the Convention and deter states that may be considering acquisition of biological weapons. At the same time, it will promote access for peaceful purposes to materials and equipment, in a transparent manner, so that States Parties can benefit from the burgeoning advances in biotechnology.
